A senior IPS officer of Orissa cadre, who joined the all-India service the same year as the current Director General of Police, has complained that he was being victimised, days after he was shunted out of his posting and made an “officer without duty”.
Arun Kumar Upadhyaya, a 1976-batch Orissa cadre IPS officer from Bihar, was DIG (training) at Biju Patnaik State Police Academy in Bhubaneswar until May 24 when the state government effected a massive reshuffle in top police cadre.
For the past five years, the Naveen Patnaik government has been punishing “errant and disobedient” all-India service officers as “officers without duty”. The OWDs receive their pay, but do no work.
Upadhyaya had earlier incurred the wrath of the government over his controversial remarks about the culpability of senior IPS officers in the 2008 Kandhamal riots and has regularly been superseded by his juniors.
